This badge is part of the upcoming global rollout of the "Clip Leaderboard" feature. Although Stream Database describes it as a global badge, it will only appear on a per-channel basis (provided you meet all the requirements).

Streamers will now have access to a clip leaderboard, visible in the same area as the Bits and Gifted Subs leaderboards. The top three users with the most viewed clips during a streamer-selected time frame will earn a clip badge.

This particular badge will be awarded to the user who ranks first on the clip leaderboard.
